It took a while to sink in, but I concluded that Merlin is talking about the fear of change. With the gadgets he has, Merlin is tasked with the mission to bring back technology to prepare the remaining human race for the Gbaba. The memories he has are from a girl, so technically Merlin is a girl in a guy's body, creepy right? But what's cool is that Safehold is pretty much living in the medieval times because all technology has been abandoned, so being a high-tech cybernetic avatar, Merlin has amazing abilities. Some things you should know about Merlin, he's a PICA, which is kind of like a robot that is controlled by the memories and personality of a human.

This is the first interaction between the main character and any other living being in the book, so I'd say it's a pretty big deal.

Merlin rescues Prince Calyeb of Charis from assassins from a neighboring kingdom. To continue, 100 pages into the book and the inciting incident finally pops up. Although I have to say, that takes some extraordinary planning and creativity skills to create such a realistic futuristic world, complete with a new monarchy, vocabulary, religion, and background story. As you can tell, I have ranted about an eighth of the book for about four paragraphs, which conveys the message that I was extremely frustrated. That is where finally SOMETHING happens and Merlin, the main character, actually interacts with the rest of the world. just one of the many of its kind that fill the pages up until the 100th page. For example: Weber describes one of the pastoral traveling routes saying, "An additional semaphore chain had been extended across Raven's Land and Chisholm, on the far side of the Markovian Sea, but even there, messages must cross the Passage of Storms, a water gap of almost twelve hundred miles between the semaphore stations on Rollings Head and Iron Cape" (61).

He chooses the oddest names you could possibly imagine (like Bédard, Fofão, Haarahld, Tahdayo, Ahrnahld, Mhulvayn, Maysahn, Zaspahr.) for his characters and continents while also explaining Safehold's new system of government. Well, the author literally throws an entirely new world in your face.
